No #improvements can ever be made unless the #differences are #recognized and properly #separated.

In any #organization type or #country, we look for #improvements, but if the #criteria are not well set, the improvement can never be tracked. Those #wider and #deeper changes benefit just a few, in a system that does not use any of the #continuous #improvement #methodology.
